Can the Canadian government give out visas to a foregn nationals if they mail they passport?
1) The country where the person applying from currently does not have a Canadian consulate. 2) Closest Canadian consulate is 2800 kilometers far away from where the person from. 3) He has a couple of relatives who lives in states and they would like to meet at Canada next year for winter Olympic games. He is currently living in Kyrgyzstan.

- If there is no consulate where the person is living, then that person must go to the nearest consulate that has jurisdiction over the country of residence of the applicant. You cannot just apply anywhere. And you must apply in person.
- 2800 kilometers sounds like a lot. where are you located? i will check to see if one is closer to you? come back if you wish? ps: i checked with cic Canada immigration, perhaps you can find one closer but i could not, here is the list, look at it if you wish? and you might find one? http://www.cic.gc.ca/english/information/offices/missions.asp
